If I talk about software development projects, when you're facing client demands for speed and quality, you would obviously take care of the right set of practices for communication, prioritization, planning, resources, quality, reviews etc. However, what is more important here is to leverage technology to improve speed and quality. You can achieve real agility with the right DevOps practices, setting up Continuous Integration and Continuous Delivery pipeline to deliver fast and frequently on the desired environment. The unit level of testing can be covered inside this process to get basic quality assurance. Consider introducing automation testing for the important workflows to avoid regression issues and achieve the desired quality.

Normally, quality and speed at the same time have a cost. Thus, if the client hasn't agreed on that since the beginning I'd ask for a budget review. With more budget I could add more resources working in the project in order to parallel activities, when possible, and reduce time. Also, I'd allocate some additional resources in checking carefully the quality of work done. All this must be communicate clearly to the client.

The most important thing is: Having a clear idea of the work you are doing. I have seen many times in the project that higher management do not have clear idea what is the quantum of the work on ground challenges associated with it and how much time it could take because they have not interacted it with the people working on ground. This leads to the the wrong deadline commitments with the customers and then it hampers the quality of the work. Second important thing is: To communicate the progress along with the challenges in the work so that transparency can be maintained. Third thing is: To have proper quality assurance and quality control processes in place to detect the defects early on and prevent it from going to customer's hand.
