What are the common challenges and pitfalls of cost engineering?

A poorly defined or constantly changing scope leads to assumptions and it is here where ambiguity and inconsistency can creep in. Cost engineers should always challenge a scope definition and seek clarification on any ambiguity, no matter how small, and always maintain a thorough audit trail.

Scope definition is a basic fundamental. The accuracy of an estimate is directly proportional to the clarity of the scope. A very common issue affecting estimates is Scope Creep. Owners typically seek to include more as a project develops. Seems harmless at first but as time evolves and the aggregate of wish-list items exceeds lending capacity. This requires an unpacking of the list which doesn't have 1:1 changes rather an economy-of-scale cost structure. It is common for estimators to miss this, thus cost estimates often do not match actuals.

As I've learned firsthand, robust methodologies and a critical eye are essential to uncovering hidden insights and avoiding costly misjudgments.

Cost engineers must closely monitor project costs, identify variances, and take corrective action when necessary to keep costs in check. Cost engineers regularly track and monitor all costs associated with a project, including labor, materials, equipment, and overheads. Effective communication, the most underrated skill in the Cost Engineering department, especially, is the cornerstone of successful cost engineering. However, a lack of clear communication can sow confusion, breed mistrust, and ultimately derail even the most meticulously planned projects. As cost engineers, we must not only master the language of numbers but also hone our ability to convey complex concepts clearly and compellingly.

Constant communication with key stakeholders is key to maintaining an accurate, reliable forecast to completion. Being an integrated part of the project team, and the "go to" person for key information means you can catch variance at the time of occurrence, rather than at the next forecast review. Also, having the strength of character to be able to challenge/question information given to you, asking "why?" is key to supporting this.

One thing I’ve found helpful in my experience is communication with stakeholders on cost related issues should be transparent and respectful. It helps one to understand their perspective and get a better understanding on the process and system. Records and data need to be shared between teams on timely basis for proper reporting.

Upholding ethical standards is non-negotiable in cost engineering. "Integrity is doing the right thing, even when no one is watching." Yet, the temptation to cut corners or manipulate data can be all too real, especially in high-pressure environments. Succumbing to these temptations not only compromises our integrity but also jeopardizes the success of the project and erodes trust with stakeholders. As cost engineers, we must hold ourselves to the highest ethical standards, ensuring transparency, honesty, and fairness in all our endeavours.
