It all starts with having a clear communication strategy/plan which will guide what, when,who and how you communicate with you stakeholders. There are some communities where you cannot go and implement a program without appropriately communicating with the local leadership, as an example, regardless of your timeline agreements with your donor/sponsor, if the communication is not clearly managed at community level, then program activities will be delayed. Be open to feedback from all stakeholders to ensure there is clarity on the goals of the program, communicating any changes

Even when we plan programs and related projects/activities, changes do take place. These can be contextual changes, environmental changes or emanating from the lessons we learn as we implement. So as to allow progress and overcome delays in a program, one needs to adapt to the changes that they experience during the course of implementation. To do this, one needs to assess the change and its implication to the program. This will help make decisions on how to proceed e.g. reallocate resources, revisit timelines, redefine the goals and sometime it inspires innovation.

The best is to be prepared at planning stage, have a clear risk and mitigation plan as some of the delays are caused by situations related to things we might be able to identify at the onset of a program. I have also found scenario planning helps in making decision when encountered with situations that can potentially impact on your program. This will help you assess the impact various actions/decisions might have in a given situation.

Uncertainties prevail. Programs are not untouched by these uncertainties. In order to overcome program delays one can - 1. have proper risk planning & risk response ready to counter it 2. streamline communication to ensure everyone is aligned & any unforeseen event is informed as early as possible 3. spend sufficient time on planning to uncover different dependencies between projects & within projects 4. have realistic timelines for program phases & completion with enough buffer to overcome delays due to unanticipated risks 5. motivate program members & stakeholders to deliver their best & encourage them to find solutions that are error proof, sustainable, reusable & cost effective. Apart from root cause analysis and learning, we can also improve the planning by adapting the CPM(critical path method) to identify tasks that directly impact the program's timeline and then focus on ensuring they stay on track to overcome setbacks and delays.
