when allocating my resources, usually assess the availability of resources(personnel ,equipment, materials) against the pending works and allocate based on capacity to determine durations and analyze based on planned completion time. In an event that equipment are less ,addition equipment must be employed(crashing) to catch up with the schedule.

In an event that the project is behind schedule, its a good practice that you look at your budget to determine what mitigation method to use either crashing or fast tracking to put the project on line.
