Acho que a melhor forma de envolver os stakeholders é sensibilizá-los e não somente sensibilizá-los, mas sensibilizá-los nos impactos que de fato os importa. Esse é mais um motivo para envolver os stakeholders desde o início, inclusive, para entender quais são os interesses de cada grupo.

Understanding needs of all stakeholders; communicate effectively and be inclusive- these are surely three important aspects. However before that you need to list all stakeholders- use power matrix…put them in a scale of most powerful to least powerful; then in a scale of most important to the least important. Now understand them from the following perspective- those who need capacity building; those who need sensitisation; those who need to be equipped to change rules or laws; and those who need to be engaged for structural change. Now, the listed stakeholders themselves need not be monolith. See the interlocking systems of oppression in them. These are needed to effectively understand your stakeholders. Understanding is the key!
