In my experience it's critical to objectively evaluate the maturity of the organization as a whole. Generally, you can move up a couple of rings on the ladder, but not farther than you can jump. Establishing a methodology requires buy in. Seek out the champions and advocates who will help you. Equally, you need to understand who will be your biggest critics. In both instances, seek to assess what their biggest pain points are and see how you can address them with process improvement. Continue assessment of maturity, and keep reporting status to show improvement!
