Although listening is a good skill, I believe it depends on who is speaking. Some people, and I am speaking from experience, only speak so as not to be labeled as absent or mediocre and this often leads to a waste of time, especially in situations where the solution has already been identified

An example of this I've seen is at my Organization's year end party. We held a meeting where everyone was invited to give ideas that could be displayed at the event and we came up with amazing stuff. But the downside to this is that often times environmental and social factors and not personal factors often cloud these suggestions and their implementation.
