If it is not an urgent matter, I leave it open to them to respond on their time but will follow up at a later date depending on the project timeframe. If it is an urgent matter and I'm not getting a response, I try changing my tone in my follow up to express that urgency and will also send a second form of communication.

Sending a txt/email, a brief follow up to see if they recieved the initial message, including an approximate timeframe for which you would like a response. Final call, introducing yourself again, following up regarding previous messages left, apologising you have been unable to reach them and leave the invitation open for them to reach out at their convenience. Always leave the message in a way that the receiver can feel comfortable reaching out in their own time, if the situation allows.

In general you want to wait a few days in between voicemails so the person does not feel pressured. If you leave a voicemail on Monday you can leave another voicemail on Friday, so let there be at least a space of five days. Your final voicemail will be the third one, that's also after five days. That way you've given the person enough time to call you back and you made sure that they didn't erroneously delete your previous voicemails.

When should you quit harassing someone with voicemails is a common quandary. My general guideline is to put the brakes on after three or four messages go unanswered. You don't want to sound pushy or bothersome, unless it's a really emergency.

Compassion and understanding is important however communication need to be both ways. All parties should participate.
