In my experience an often overlooked weakness in data centers is the assumption that the technicians that are performing the work possess the overall knowledge of all the systems; or at least have sufficient training to recognize when something is amiss and requires attention. While performing a risk assessment of the facilities under my responsibility I would bring along a technician and ask, "What would happen if this unit failed, and what is the recovery strategy".
