I have had engineers work for me that can do wonders on Cisco equipment, but struggle with Active Directory and NTFS permissions. Some people are great at wiring, some are good at monitoring live systems and analyizing and reporting efficency and workflow. Some are great at problem solving, where they are better to work mostly by themselves and some people work together great as a team. Finding someones strong suits and implementing them in the field efficiently and properly goes a long way in being a good project manager. Also, compliments and a hearty meal can go a long way.
