However, a very stringent approach towards M&E could adversely impact team's productivity & creativity, resulting in over-burdenizing paperwork & less enthusiastic outcome. Henceforth, a carefully designed and innovative strategy for M&E is integral for project & team success.
The first step to use M&E effectively is to plan and design your M&E system before you start your project. This involves defining SMART goals, objectives, indicators, and targets; choosing reliable, valid, ethical data sources, methods, and tools; allocating resources, roles, and responsibilities; and creating an M&E framework and plan. The second step is to implement your M&E system throughout the project cycle. This involves collecting data regularly and systematically following the M&E plan, analyzing data critically and objectively to compare with indicators and targets, reporting data accurately and transparently in a way that meets stakeholder needs and expectations, and using data to inform decision-making and action.

The outlined method is comprehensive & presents the essential steps of any M&E plan, but to further refine it, I must add the qualitative aspect into the plan. Along with a checklist for the dedicated sets of targets & indicators, M&E plans should also have a system for the teams to voice the challenges they are facing in achieving the said targets. An internal escalation mechanism should be in-placed to resolve bottlenecks as soon they arise, despite of entangling the issues in long-chain of commands or inter-departmental processes. The same should be considered while analysing & reporting of the outcomes to ensure stakeholders get to see a clear & humble picture of the project's achievement.

It can enhance skills and knowledge, increase ownership and accountability, foster collaboration and communication, and boost motivation and morale. So far in my career, collecting accurate data & making user-friendly mechanism for M&E, has always been one of the crucial challenge that I faced in all of my M&E procedure. Inaccurate or unsufficient data is a buzz kill of M&E potential to make sound decisions. I have always solved this issue with training, use of new tools & connection building. It's important for all team members to be aligned for the system to work. Making easy, comprehensive & effective systems are important for the measuring team effectiveness & overall health of the projects.
