As an experienced PM, and a certified PMP. I have dealt with this condition throughout my career. Change happens with any project. All project budgets are created with the best intentions. However, when the RFQ's, do not align with project scope requirements and the project is in full motion you will deal with budget overruns. What has worked for me has always been Transparency. Transparent with the project stakeholders, project sponsor, end client and of course; the project team. Keeping a change log and cost impact journals are always important factors with closing a project and documenting the lessons learned with any project overrun is vital to the future project initiatives.

Adaptability in project management is key, especially for over-budget projects. It involves strategic planning, risk management, effective communication, and flexibility. Plans should be flexible, risks should be identified and managed early, stakeholders should be kept informed, and quick adjustments should be made as needed. This approach helps manage change effectively, keeping the project on track.

The key for a successful project execution is clearly understanding the success criteria (beyond budget and schedule), as well as understand the different priorities based on the final solution. When this is clear and PM is disciplined with forecasting, he/she can anticipate the overrun and start communicating with the key stakeholders to mitigate the overruns, by understanding the root causes, going down the priority list and revisiting the original plan.

I suggest starting by meticulously comparing the original budget to current expenditures to identify any inconsistencies. Project Over budget is result of many parameters, Actions some in my knowledge are Poor planning and Control- Planning with Delay, Risk and Activity, Man and Resource Planning, Celebrative execution with departmental and stakeholders. Get clarity and confirmation from all stakeholders and then, Based on the priority ranking, sit down and discuss the items and negotiate what can be achieved in-house vs what needs to be delivered via additional costs.

this is part of a response - so here the reason is known and the impact as well. risks have been updated in qualification and quatification and a monetary tag has been assigned to each risks included in the project deliverables and prioritized accordingly. a solid investigation is done about the negotiation parties guiding to reach the negotiation breaking point

Unplanned efficiency improvements, technology changes, or adjustments to subcontracting strategy may help bring the budget back to the intended limit in certain cases. Monitoring and making future predictions are key points. Risks should be consistently monitored.

If there are a few root causes involved after conducting a preliminary assessment, I would recommend to focus the effort on the top 1 or 2 root causes, which will give us the most impactful results if addressed in a timely manner. The reason being it is time consuming to engage various stakeholders. If there are many points to be discussed, the effort may be diluted and the desired outcome maybe less predictable. Another point to note is to assess the overall company culture or political climate. Growth mindset is definitely an important component but it is practical only if it is part of a company culture, which promote and practice such approach. Otherwise, it will be quite tough for an individual to push it alone.
