Clarity of the project scope is an unquestionable prerequisite before starting any type of development. Despite a lot of pressure to establish a project timeline, set a budget, or even begin code development, the IT leader must remember the importance of a detailed understanding of what the project entails, including all deliverables and tasks required to complete it. Depending on the organization's level of project governance maturity, it may not be an easy task, but I believe that this negotiation is part of the skills necessary for the role of strategic IT leader. Prepare a presentation showing the schedule, costs and benefits considering the planning phase of the project scope, and only move forward after the stakeholders agreement.

Many people make this mistake. They quickly define scope and get sign-off so they can start delivery and show progress. After 25 years leading IT Projects, I've learnt from my mistakes. Here's the right way. Define the scope with your team. Your team knows the work best. Encourage new ideas and different ways to deliver the product. Then get stakeholder input. This takes time and can be challenge but the result is scope clarity and agreement for everyone. IT Projects don't go wrong, they start wrong.

If resourcing becomes a limiting factors organizations can turn to backfills to manage other tasks or engage with 3rd party resources to shoulder some of the effort of the project.

On resource planing be careful planing the attrition or rotation of resources. In demanding and competitive talent markets it's a critical point to keep in mind and is good to plan for knowledge transfer and onboardings.

Through assessing the quantity of team members and their skills, it's crucial to consider their current workload and potential capacity for additional tasks. Understanding the dynamics within your team—such as communication channels and collaborative tools—can streamline workflows and prevent delays. Additionally, evaluate the availability of hardware, software licenses, and any external resources needed. Anticipate potential bottlenecks by identifying dependencies early on and devising contingency plans. By optimizing resource allocation and ensuring alignment with project requirements, you can create more accurate timelines that reflect realistic milestones and enhance overall project success.

Risk management is essential for accurate IT project timelines. At first, you use large buffers in the estimation to handle unknown risks, but these buffers get smaller with experience. Historical data is useful, especially if you were involved in those projects, as it offers precise insights. Identify risks like technical issues, dependencies, and resource availability. Using historical information and adding buffer time helps create a schedule that can handle delays without missing deadlines

Avoiding delays and cost overruns comes down to how you describe your Risks. Here's how to do it right: Describe the potential problem and the specific impact - this is important because the impact needs a mitigation. For example: Risk: Contract negotiations with IT supplier may take additional time and not be complete by June 25th which impacts delivery of our Design documents by July 10. Mitigation: Daily contract progress meetings with Supply Chain. Weekly reporting to leadership. Review delivery schedule for any impacts. Pro tip: Leaders want to see you've considered all scenarios. If the risk is realized (it becomes an Issue), what will you do next? E.g. Rework schedule and escalate to senior leadership.

Very few projects are truly unique, unless you're NASA :) Reference Point Estimating is your best friend. Many people don't do this... We want to get 'shovels in the ground' and show progress. But this it the best investment of time you can make at the start of a project. Find similar projects and see what they did, how much it cost, how long it took. Ask your friends, your PMO, vendors, sponsors. Not only do you get good data for your estimates, you also build relationships and trust.

For the historical data you can relay in the team collective memory, and what they developed as team's "common sense". Bare in mind that some times a pushback of the team may seam irrational, but remind to check if you are getting historical data (explained in a particular way)

Experts in the process are key. Understand your environment and which metodology better fit. Don't get tied on the oficial way of going wheather Agile or SCRUM or other trends. Get the righ one for you, your context and get a good expert on it to lead the project.
