Mamoru Oshii initially wanted the English radio conversations between the pilots to be spoken with difficulty for the sake of realism. However, the voice actors were already fluent enough to understand English, so the script made the conversations into clearer English for easier understanding by the voice actors.
The film's locations are based on Poland and Ireland.
Director Mamoru Oshii specifically wanted Rinko Kikuchi to be the voice for the character Kusanagi Suito. When asked for the reason, Mamoru replied that he based it on "intuition".
Around 60 to 70 people were auditioned for the voice actor of each and every character in the movie.
