Born in 1773, Louis Phillipe initially supported the French Revolution, but fled after his cousin, King Louis XVI, was beheaded. He lived in North America for several years, where he became friends with Victoria's father, who at the time was stationed in Canada.

Blooper
The many many views of Victoria at her writing desk show her holding her writing pen in the way that was normal in the past, that is with the index finger aligned with the pen to guide it and the thumb and middle finger providing the support. In this episode especially Jenna Coleman is clearly jabbing at the writing paper in the non tutored style that resembles a monkey grip. This would have appeared barbaric to the real Victoria.

The Best Laid Plans or Victoria Goes to France

There are two focuses in this episode. The dominant one is a trip to France by Victoria to put off a marriage of convenience to the Queen of Spain. It would not be England's interest to have a union between France and Spain. So off goes the entourage to a foreign land. Louise Phillip is the king and he is blustery egoist. Victoria believes she can charm him into going along with her wishes. Meanwhile, Albert has been moping around, full of despair over the news he received at the funeral of his father. He feels amazingly alone, especially as he has kept his secret from his wife. There are some delightful moments in this episode, having a lighter theme. Enjoyable respite.
