No, she's not. She's a mutant, not an alien. Her parents live in the sewers under New New York City.
They left her at an Orphanarium when she was a baby, with a note written in an alien language, so that she could grow up with more opportunity than she would have had in the sewers. Because her parents loved her too much.

Unfortunately, not! Aire and Cassie's timeline is waaayy before Celestina's. Actually, the story of Aire's death accidentally got mistranslated going up to Celestina's time and made him out to be a god. Celestina prays to "Aire". Um, oops.
