As you guys know, SSB4 was accidently leaked by Nintendo, and will be heading to the Nintendo 3DS and their new console, The Wii U. And let's face it, as much as we'd like the game to be stacked with 3rd-Party Characters Galore, believe me when I say:
IT'S NOT GONNA HAPPEN.
If anything, Nintendo will probably add an additional thrid-party, two being the maxium. After all, Sonic's already in and Snake...Well, it's a hard call, really, since Nintendo stated Brawl was MGS' "Farewell on Nintendo Consoles"...But then again, a 3DS Remake of an MGS game has been announced, so...OK, I'm rambling, moving on!
Now, keep in mind when I say my wishlist for 3rd-Parties, it's based on experience from what fans clammored for when Brawl was coming out. And when it came down to it, only two really caught my eye (Because some of the rest sucked. I mean, c'mon! PAC-MAN?!)
Those two were MegaMan and Earthworm Jim. I think BOTH will have a good chance, and here's why:
MegaMan: Next to Sonic, MegaMan was the most-requested 3rd-Party character when Brawl was announced. Also, MegaMan was a fighter in the various Marvel Vs. Capcom Titles, so he DOES have fighting experience! Also, he has a wide fanbase and many titles on Nintendo systems!
Earthworm Jim: Interplay is in dire need of a break. Despite porting Earthworm Jim to X-Box Live, Playstation Network and iPods across the land, The company is facing finacial troubles. So, if Nintendo paid Interplay for the rights to use Earthworm Jim in the next Smash Bros. game (and let's face it, Nintendo has a lot of moolah!), MANY fans of the EWJ franchise would rejoice! Oh, and Interplay would also stay in buisness. Also, like MegaMan, Earthworm Jim was featured in a fighting title. Namely "ClayFighter 63 1/3", an N64 Fighting Title.
With these points stated, I hope you'll all agree that these two are the perfect choices for the next 3rd-Party Reps.

Just from recent events Capcom isn't putting Megaman in ANYTHING.
His parody form in StreetFighter X Tekken was only because the developers had kept it under wraps before Inafune left the company.
And with Earthworm Jim, Doug TenNapel, the creator has repeatedly said "NO" since the Smash Bros Brawl was in development, on putting Jim in any future game that's not a Jim game. That was more than five years ago.
Also, Interplay doesn't have entire copyright over Jim anymore. Infact, more than most of the remakes that've come out have been made by Gameloft, including the one on the 3DS.
This is the reason the games haven't been doing so well and the reason TenNapel is doing his best to develop the new game, show, movie and comic by himself.
Earthworm Jim's problem is actually worse than Megaman's problem because he's in such a legal limbo that it's impossible to give the rights to any single entity, rather than it's because the company just doesn't want to do anything with that character.
