Casey was a town sheriff in the mid 1800's who strongly believed in the ideas of justice and helping those in need, wishing to do all he could for the people around him. One day, however, he chased some criminals into the nearby swamp and bit off more than he could chew.

Fatally wounded and left for dead, Casey lamented over his inability to truly live up to his dreams, and wished that he could have one more chance to do what he believed in, to still help people and protect those in need. He didn't want to go out like this.

Within his final moments, he would be visited by a fairy, offering him another chance, to be able to help those around him and carry on with his desire of justice.

Casey would accept, and soon find himself transformed into a young pumpkin-headed magical girl. Casey's horse, which lay near death as well, became transformed as well, once again able to be Casey's trusty steed.

Casey had become the Fairy Hero known as Phantom Rider Lil' Pumpkin
