Of all the things "wrong" with this image, my mind somehow immediately goes to the powersupply, which is somehow, for some inexplicable reason, in the FRONT of the case with the drives.Why? How? There isn't normally a space there, you'd have to deliberately dremmel it out, and what on earth could justify that much effort?
Why are you sure it's bolted? Maybe the front panel is removed and the PSU is just lying on the bottom of the case. I can make my PC look like this right now without dremeling anything
Again, my experience with cases of this era (Mid 90s - 00s?) is that there isn't usually a space there. Sure, some towers had drive bays all the way down, but that was a fairly niche thing. It's certainly possible that designs exist with a pop-off there for some reason, I just can't recall seeing any.
