Awhile back I had possibly one of the craziest, most vivid dreams ever: Me and my friend watched an entirety of a fictional, 90s live-action movie based off of Bucky O' Hare. Bucky and toads were actors in costumes with animatronic heads a la 90s TMNT movies. The crazy part that remains etched in my memory is the cool, streamlined look of Righteous Indignation ship (while still having that recognizable outline) and how expressive Bucky's face animatronic was, mouth and expression perfectly lined up with his spoken lines and emotions.
In the dream I even read the Wiki page, stating the movie was a commercial and critical flop, marred with controversy due to mismanaged (read: embezzled) funds which resulted in a much smaller scope of the movie, taking place entirely on Earth and featuring only 4 characters from Aniverse, Bucky as the protagonist (along with Willy), Toadborg as the antagonist and his two toad henchmen (Frix and Frax repurposed as more competent and dangerous but still somewhat comical henchmen).
So I decided to do this quick doodle of how Righteous Indignation looked, as it appeared at the beginning and the end of the dream movie. Best comparison I can come up with is the difference between Enterprise from Star Trek TOS and Enterprise from The Motion Picture; a complete overhaul that still retains recognizable design elements.

While this is more idealized version of what could have been, the whole "Shitbox with guns" was specifically spelled out as the Government literally could not be arsed to provide adequate equipment for their own defense until AFTER the Toad Invaded. I'm guessing that the SPACE (When you rearrange the letters for ASPCE... Oop! That last one is "A") took defense seriously but was still not enough for the Toad Blitzkrieg.
Oh I know, it was mentioned in the comic and in one of the early episodes of the cartoon Bucky rips into the council for giving him only one ship to defend the Aniverse with, when he asked for a fleet.
If I had to come up with a reason for the upgrade, I'd say the council was pretty much backed against the wall by the public praising Bucky's actions while critiquing the council's penny pinching and head-in-the-sand management of the war, so they allocated more funds towards giving the existing ships massive upgrades and preparing more to add to the fleet. Both to aid the war effort and to protect their asses from further criticism.

That'd be how I would go about it. With the Council unable to put their heads in the sand, more worlds being raided, and Bucky's star rising; it was either back him up more or look like the A-holes they were. Great minds think alike, hehehe. I could see Blinky and Willy brainstorming up the overhaul with input from the rest of the crew. Heck if they got Bruce back from the dimension he was stuck in, I would have loved a montage of Bruce, Willy and Blinky dreaming up this upgrade.
If the ship was actually that big in the show/comics, maybe they wouldn't have lost the shield powering the photon accelerator.

If I were to develop this further, the ship would be significantly beefed up, reactor and photon accelerator included. Although they'd still have the old one's control panel hooked up to it since it's synced up with Willy's photon accelerator, so he can still cross between universes. It would make for a fun contrast between the sleek, hi-tech look of the reactor and the rickety old photon accelerator with levers and dial displays.
Dude this looks so damn good!! Especially in how it has a proper 'size' to it, as the original ship's size-to-crew scale always seemed... off but hey it was the 90's. I always felt the ol' Righteous was too damn small for what Bucky and crew needed. This, is peak, and still looks like the ol' girl while giving her a nice makeover.

freaking bad ass design The elongation of it's shape is the big seller to me.
Ah that's impressive. It really is immediately clear what ship it is and yet, it's streamlined and slick, great work.
