Bryce Boaraccoon is missing his limbs because he was already missing them (before his transformation) when he was Ristin Cyberaccoon Five.

He got transformed into a boar-raccoon by  Espilonarge and he was focused on making the raccoon into a hot dad-bod stud boar...and in the heat of the horny-moment Espilonarge didn't think to restore the limbs.

At the time the new Boaraccoon (who later took the name Bryce) was much more excited about having a brand new set of male genitalia than he was worried about still having cybernetic replacement limbs. (Plus, also he likes having detatchable cybernetic limbs...it saves on bondage gear costs).
