I was basically a fully traditional artist until recently when I finally got my hands on a tablet, so I had to learn a few tricks on how to fix the quality ruined by the scanner years ago. And for that, Photoshop does wonders. Go for Image > Adjustments > try anything that may seem appropriate there. Various functions may be useful for different drawings.
