So are the soles bolted to the floor or do they still allow the wearer to walk, just not take them off?
They're meant to hold a few different security features. They're locked on, but can be magnetized to the floor to hold them down, and the cuffs can be locked together or create a tether/hobbler. The interior is where it holds some tech where it can form a rigid sole, or even do things like tickle or shock the wearer.
