I still don’t get why they made Lugia a bird but cool art! :)
From what I learned recently, the one who created Lugia - who was also the director for the 2nd movie, wanted Lugia to be a Water-type, as they were going for a 'sea god' sort of idea. They also wanted Lugia to be portrayed as female, rather than the male voice we got in the English dub of the movie. But because Psychic-types were the most overpowered type at the time, Gamefreak chose to make Lugia one when they introduced it to the games. By then of course, Lugia was already designed and we have the one we know today.
