I think its when she's at a smaller size she has a desire to be kind and loving towards those smaller then her. but when she gets bigger they become more like ants in comparison to her so she doesn't think about or even notice the city she destroying.

From previous drawings, it seems like she's just generally easygoing and carefree, unless someone messes with her personally. Though, being carefree can cause problems for the little ones when a single misstep can flatten city blocks.
