She used it to try to darken her face. She used to be a cut-purse before Eri found her (hence why she was in the Holding cell where the two of them met)
But sneaking around for that kind of stuff is a bit hard when you're bright white so she dressed dark and used loose pieces of fabric to darken wherever she could not cover with a piece of clothing including over her snout :3
