Barry has already won.
Electric rodents aren’t exempt from having sweet tooths, you know. Barry has a weakness for chocolate chip cookies in particular, and while that’s usually not a problem, the purchase of a dozen specialty baked goods introduced an issue that hardly ever reared its ugly head: Scarcity. When there are dozens of decent cookies in the house, there’s no rush to eat them all. But when there’s far fewer and they’re much better? Not only is it enough to drive a sugar-seeker to action, but now the world (my audience) knows: Barry accomplished [what Lexi never could].
Richie made a point to request that the little goblin not eat more than his share, a request which Barry reciprocated. Both worried the other would leave them without their half, but one had a plan to make sure it didn’t happen. The two shared sweets after dinner, each having two cookies, which was a pleasant little treat that satiated them both… until Richie heard scampering in the kitchen a couple hours later. He came to check, finding a raichu yoinking cookies atop the dinner table. A chase ensued, with Barry hellbent on scrambling under their bed. Richie easily grabbed his ankle and hoisted him up before he crawled away - probably as a result of holding two extra cookies. Barry’s stuffed cheeks said all he needed to say.
Well, having two after dinner, holding two, and chewing two in his mouth means that he’s only gotten a hold of six. That’s… half a dozen, actually. Not overdoing it, as per the concern, but still probably not healthy. Plus, two a day makes them last for three days, but this takes the lingering joy out of it. Now he’ll be sad every time Richie gets to have some and he’s all out. Of course, Barry’s a grown man and is free to make his own choices.
Even bad ones.

As someone who also paces his cookie intake, eating so many in one day does indeed take the lingering joy out of it.

Should totally be tickled for stealing a lot of cookies~ >:3
In his defense, he only "stole" his share earlier than he should have!
