There's moisture and there's being all day in a cold and humid cave and no sun to warm up their little scales!
Snow has even more of an effect. Blowing snow squalls even more than that.

I have noticed that kobolds do like to gather under my wings during a rain, which I'm all for. Gotta watch or they'll start climbing into unexpected places, though.

I am not sure hyenas (and thus my hyena) love rain too. But kobolds could have a nice rest in a cozy and hot room with a nice fireplace!

I think some Swiss people would disagree. It works best with tea or white wine.
