With the amount of time and to get off my phone, I had time to write more lore when it comes to a most voracious group of preds. The Population Predators, or “Pop preds.”
An organization of designated preds to devour prey in order to keep the population in check in Exotika. Essentially an identified carnivore who with training and legal workings to essentially eat anyone they wanted to keep the population of prey from overflowing.
Origins:
Originally pop preds were set organized to control the elder population after a “baby boom”. Started during the early years of Exotikas existence. Later on, even with proper sex education, and effective birth control, people are living longer and healthier than ever before, resulting for all prey adults to be on the menu. Thus pop preds are more common in densely populated areas. This was considered a “necessary evil” to prevent overpopulation in the small nation Mostly in higher densely populated areas of the nation with the highest being in “Ki Sen” and “New Vegas”. Thus, Exotika's status remains sable ever since. Since there are over a 2.17 million types of anthros in the in their world. Mirroring to earth's population of animals.
Loved or Hated?
Being the most divisive community in all of the nation. Some see them as great liberators with even many romanticize about them and even glorifying them. Well, some see them as uncaring monsters who can legally eat friends and loved ones as they please and scot-free. Even young people were kicked out of their homes, if families find out they are pop preds or want to be one. Essentially ostracized and writing off their existence. Reasons why they constantly butt-heads with the Pred.au. Sure, there pop preds who go overboard with their eating. Yet most of them are considered sane. True Pop preds can eat anyone they please, there are actually limitations to this myth.
“don’t eat” Zones:
Preschool/K-12 schools
Homes/apartment buildings
Hotel rooms (lobbies are exceptions)
Prey shelters
Fav places to eat:
With the fav being MAJOR populations centers, such as open markets and concerts. And the least is certain/registered retirement homes.
“Off menu” prey items are:
Critically endangered species (humans included, as there are only 200 documented records of them in their world)
Prey under the age of 18/and who are accompanied with families.
Other than those of the menu items, all adult prey is on the menu! Even having a “Pop pred” app to find the latest prey hotspots.
To be a "Pop Pred."
You have to be a the most 18 years or over. Undergoing to a major of stomach training/devouring test to see how much prey their guts. Until age 21 their skills are perfected to be officially recognized as pop preds. Usually accompanied with a scout to organize, find and even trap large amounts of prey to be devoured by said pop preds.
Pop pred types:
Mass preds: Can devour prey on a massive scale. While holding mulipule prey in there stomachs
Notable “Mass Preds”
Hideko/NightShade (Wolf)
Sokoke Mei (Cat/Tiger Mix)
Stromvoli (Fox)
Lady Grey (Rhino)
Single/Few preds: Preds who can only gulp hold a few preys one at a time.
Notable “Single/Few Preds”
Ruf Beer (Dog)
Racola (Raccoon)
Chop Preds: Preds who don't or have difficulty eating prey whole, using teeth, claws or even weapons to chop prey into smaller prices to eat them.
HOWEVER, with the introduction of “Mak laws”, Chop preds can't “Chop their meat” in public. Rather they capture their prey, taken to their homes to be eaten discreetly.

Mak the Knife (Rabbit/Fox Hybrid)
The Logo itself:
The "Skull" maybe a symbol is to symbolize a feast and "trophies" of the hunt of Pop Preds. There are Badges, yet it's mostly for the older generation of Pop preds. With the newer ones get "digital" ones on their apps.

1. Well, eating other pop preds sounds counterintuitive.
2. As there plenty of pop preds centers around Exotika and hugely promoted, especially online. Yet heavy vandalized by prey in irl centers.
