Slot 7 of 8 on the Team Rocket comms is here; we're nearing to the end of these now- and I had fun with this one, too! The commissioner wanted a tougher, greaser-style Absol wearing a leather jacket as part of his uniform as a bouncer or enforcer for the Cosmotropolis, and he had some good suggestions with rolling Absol's fur up into a slick pompadour...
So 'Andrei' here wasn't even a visitor of the Cosmotropolis initially; they found this pup outside the building, snatching leftover food and getting into fights with the guards. Three days and about fourteen beaten grunts later, Reynard was so impressed by his stubborn willpower that he decided to give the Absol a position as part of the building's muscle, dealing with unruly patrons and nosy reporter types before hauling them off to the same conversion chambers Andrei himself had once been subject to~...
Like a true mutt, the 'charity' of Team Rocket struck a chord with Andrei, and he's been a loyal follower ever since. He'll fight tooth and claw to protect the building and its staff like family, always willing to take a gamble for them and never swaying from his trust in Reynard... after all, without them he's got nothing.
