I saw this character design meme going around twitter about which looks better on a character big black pants or a big jacket and I thought my cat lady Mayflower would be the perfect model to answer this question so what do you guys think looks best on her?

My preference, respectfully on behalf of your lovely gentlewoman feliform, would be a great jacket and bare legs and feet, rather than big, baggy pants and a medium-weight, long-sleeved shirt.
Aside from finding her wonderfully more appealing with most of her lower body unclothed beyond clothing worn for appropriate modesty, my aversion to heavy, baggy pants with heavier ankle-length cuffs is borne in practicality: if you've limbre, reasonably well-muscled legs and relatively big and heavy feet, a pair of pants designed like that is going to trip you either by sheer accident or when moving quickly in momentary lack of care in walking or running.
I'd also like to mention that you may have made a mistake in assignment of her basic image metadata; you have mentioned clearly that your lovely cat-gentlefurson is binary-female by gender, but under the 'Gender' category that basic assignment is stated as 'Male'.
