Steele was the main antagonist in the 1st Balto Movie who Cheats at Dog Sleding, picks on Balto for being half Wolf, had framed Balto for stealing meat from the butcher, making everyone think that Balto is dangerous, and worst of all trying to keep Balto from not only helping him take the medicine back to Nome but also sabotaging the markers that Balto put up to help find his way home trying to keep Balto from delivering the Medicine & saving the town endangering the lives of every sick child in Nome.

Lucky Jenna saw right through Steele knowing what a complete selfish lying asshole he was even if it means nearly costing the lives of the children of Nome, the other Dogs would later find out about Steele's Lie and abandoned him for what he'd did and was never seen again.
