Norman Fernstead was the most optimistic of David Oak's gang, mainly due to his passion in working in a bar, serving drinks to many customers, ignoring whether they were beavers or not. Nevermind the problems persisting around Brisa Creek, he was very aware of such and would do anything to prevent discomfort amongst those around him, but he was also a capable fighter, dating back when he was former soldier like his old friend David albeit honorably discharged earlier. However, his livelihood remained small and humble, not daring to expand his own business or even making his own family. But one day, David returned with the plan to make their forsaken town a better place, and was in need of bettering its food system and storage. Norman expressed hesistance despite his willingness to help his old friend, but once David assured him with a potential prosperity in his bar with near endless supply of drinks and many happy customers, as well piles of books in relation to agriculture and related concerns, it turned into reluctance. Soon, David turned him into Super Soldier a week later, and designated him as the head of agriculture and food systems of Brisa Creek. Norman could still keep the bar, as long as he was working on creating an efficient farm system of wheat and other crops. After months of research, Norman came to realize how infertile and unappealing these lands of Brisa Creek had become, all due to being heavily forested with disturbing hints left by mines, automated logging and other industries across the beaver town, and David in turn was not pleased but would then make plans of conquering nearby fertile lands, in order to make Norman's farms come into fruition, as well as to take already harvested crops. Norman's bar would eventually the hotspot of gossips, rumors and propaganda regarding David and his leading gang and their rule over Brisa Creek, planting seeds of distrust towards non-beavers on a long run, and consequently leaving Norman distraught. By the time the invasion on Santo Tomas failed, Norman was the first to surrender and then immediately exiled himself to some remote area to find peace on his own.
Pana Paraiso was technically not a citizen of Brisa Creek, instead she came from Baja California A young but experienced police cadet with a much questionable past prior, she was transferred to Brisa Creek on account of foreign officer exchange program, in hopes of using her new experience there to muster up the police forces and competence across Mexico. The police precinct in the beaver town turned out to be lax and underfunded, with many officers slacking off despite several cases of theft, but Pana pressed hard to do her job anyway. However, the town's police chief was very eager to take credit (even from her) when it comes to stopping crime, even in dishonest ways, but what disgusted Pana more was fellow officers too uncaring to deal with the problem like that, clearly not corrupt, just plain incompetent. Nevertheless, her genuine efforts caught the attention of one David Oaks, who pledged to help her turn the entire Brisa Creek police into a serious force of discipline and order, and then to enhance their Mexican counterparts as well, but in return she had to pledge her servitude and loyalty to him as a the head of security and law enforcement in leading his new empire across California, but of course even Baja California would be left untouched. However, loyalty had been barely into the pink beaver's taste as she even disobeyed her own chief before, but she agreed to David's term anyway, mainly because she also wanted to see her old friend again. Even after said agreement, she was immediately turned into a Super Soldier, without actually being told why, much to her annoyance. Unfortunately, the said police force of Brisa Creek wanted none of that, despite sensing her good intentions, that they had her immediately fired, only to receive hundred cases of vandalism and harrassment a week later, this prompted the now irritated and paranoid chief to beg David for a compromise, only to hear that he was allowed to remain in power with local authorities, and not beyond Brisa Creek. Just a few months later, she came into the city of Santo Tomas and its nearby mountain base, upon learning where the said friend was, from San Francisco named Vanilla Tanuki Lucas, dating back to her late teenage years with him. However, Pana was forcibly turned into a Super Soldier earlier while Vanilla was in the mountain base training under the MALAKAS Project, and the said mountain base was on high alert for any intruder, so she opted to sneak into a couple of bushes and attempted to communicate with him. Surprisingly, the formerly chubby tanuki was willing to have a secret chat as long as her position was uncompromised, actually aware of what she was now affliated with due to David's constant boasting online. In turn, Vanilla was able learn about the beavers' plans and Pana was allowed to leave unnoticed. The invasion on Santo Tomas came another few months later, and beavers on the offense, despite being caught by surprise and strong defense, proved ruthlessly effective and would have succeeded in reaching mountain base, had it not for a couple of temporary outposts nearby, where Vanilla was stationed in one at the time. Even though Pana became recognized for giving away crucial details that allowed the mountain base to stay afloat, due to her affliation with Brisa Creek she was punished as well, but rather to the less level. While the other leading beavers (except Norman) were imprisoned on a 1-year charge, Pana was allowed to remain in the beaver town as the head of security, but she required mandatory supervision and assistance from volunteering non-beaver Super Soldiers. This allowed Pana to replace the current police chief from office and to punish her former fellow officers for sheer incompetence and stubbornness.

I love it! Funny though, the last name Paraiso is the same name as one of the locations at the game Overwatch. Keep up the good work!
Thanks, but I didn't think that is such a case I had in mind. 'Paraiso' literally means 'paradise' in Spanish.
However, another interesting thing about that word is the famous Filipino song with the same name, made by Smokey Mountain in 1991. Here's the link to the lyric video: https://www.youtube.com/watch?v=Q3q_bPiXnOc
