Several months after having forming an army of his own, David Oaks had replaced the self-absorbed mayor and taken leadership onto the Brisa Creek city government. Shifting into the autocratic level, the city officials were forced to cooperate with David, lest they could get an injection from the stolen muscle growth serums. However, David felt the urge to expand the city's borders and so started invading nearby towns and posts in order to become a local empire. This also meant dragging more unwilling beavers into his cause, as they were then too scared to meet, let alone get charmed by his effective charisma. Not wanting to cause more future problems, he resorted into extreme (if not fatal) means to goad people into taking a serum, let it be through gagging them with chloroform-applied napkin, tying them with rope, throwing a sleeping gas grenade, simply kidnapping them, or even forcibly turning their friends or loved ones into Super Soldiers. His main weapon was a minigun, having switched from his old double-barreled shotgun, allowing him to take down large or hard targets effectively, as he had many frustrations with doing the same with a single shotgun prior. But by then, another several months of conquering towns and expanding towns had made David very popular among his own beavers, but at the same time so arrogant that he ended up directly leading charging units quite more often. This alarmed faraway towns and even the county's only mountain base (under the MALAKAS Project), prompting the latter to prepare more Soldiers and Super Soldiers, to unite brave people from certain towns across the whole county, and to build makeshift posts to either update on the invasion or to counter it. Sometime in 2021, David brought alongside the other leading beavers and set charge onto the mountain base, with one new, opposing base in his way.
Peter Oaks remained an emo but was ticked off at his father David for making him a co-leader despite lacking any experience in leadership, so David opted to have other beavers (including his girlfriend and his father's friends) teach or advise him, regardless of any view towards the emo teen. However, Peter was unwilling to rule his own hometown with an iron fist, and so started listening to complaints and looking into persisting problems. As cynical and sometimes pessimistic as he was, he felt the need to address problems directly instead of the other way around, and so preferred dealing with his own father over the latter's issues and not lashing out at his fellow beavers. This was also motivated or inspired by his girlfriend's continuously optimistic and positive look on life. This job took him several months, long enough for the people of Brisa Creek to finally overlook his past sins and popularize his image, even more popular than his own father, not that the latter would mind. In fact, Peter had pledged, as the Super Soldier, to ensure the people of Brisa Creek, especially its visitors and prisoners of war, would be treated with fairness and respect, something that his father ultimately lacked, but that wouldn't unfortunately fare well with his own girlfriend. Peter's main weapon was a crookedly-made Kris dagger, as if it was made for a blood sacrifice, but it was only used for self-defense, as he only preferred fighting hand to hand, ever since he snapped from getting bullied too much.
Cooper Sands was slowly fixing the rundown state of Brisa Creek's infrastructure, including its own hydro dam in matter of several months, mostly due to lacking good quality materials, high costs in delivery, and giving away many available engineers to the invasion force on David Oaks' orders. At one point, he got so overwhelmed with those problems that he planned to leave with his family quietly, until he watched Peter Oaks getting into action with Brisa Creek's other problems. Inspired by that and his own daughter playing with her stuffed toy, Cooper opted to make small drones (named 'Mini-Beavers') to replace lost engineers and to persuade locals into making contributions to fixing the infrastructure. Since then, Brisa Creek had massively improved infrastructure and maintenance, and even built its own network of train, metro and air transport, but such improvements got a bad attention from David himself. David Oaks noticed a tremendous expense in Cooper's numerous robots and those improvements in comparison to his own active invasion forces, but Cooper lied that it was due to a temporary local inflation and that it would eventually die down to some level below the overall expense of the invasion forces. David was convinced and moved on, but Cooper himself knew how serious factors drove up the price and plotted to directly help Peter in hopes of maintaining a safe and sound environment for everyone involved, all without having to cut some losses just to please David. Cooper lacked any weapon that made him distinct, besides his trusty wrench, but his Mini-Beavers (if well-maintained and well-programmed) would make up for it.
