The talkie walkie makes its familiar noise and in no time they're connected to the station.
“Alpha tango here, false alarm, we're coming home to report, over...”
His voice cracked a little bit near the end due to fear or possibly shame, probably both.
They then leave the cutsie little cops behind as they complete their exit.

I can only imagine the awkward moment for when they're found, and only one can actually talk about what's going on.
Chances are the second one would also be gagged by then, but they can take off both of their gags.
Ah, I gotcha. I had suspected that possibility that the crooks weren't going to leave one of them without a gag, but thought of the possibility of leaving him ungagged
That would be very irresponsible, unless it's a very lonely place and nobody would hear him howl.
