At least the Empress still has a bit of love for Jinjur since she asks Kathy to feed her, walk her, and bathe her.
Think that's another way the empress is saying "You're defying my orders?! I'm so proud of you, but if she steps out of line, her head is mine!"
No, the Empress is genuinely pissed by Kathy's defiance, and she's going to punish her by letting Kathy find out first-hand what the consequences of making a bad decision can be.
Kathy like: "Yay, I got myself a pet !"
Jinjur: "It is getting worse and worse!"
Jinjur: "It is getting worse and worse!"
This is also why Jinjur is astounded in the last frame--she expected her grandmother to tear Kathy a new one, not go along with her plan.

Well, it's meant to be more of a grotesque Addams-family-style play on the parental warning that "If you don't take care of your new pet, child, back to the pet store it goes!"

There's a Charles Addams cartoon where the "pet" in question is a large reptile, an iguana I think, and as Gomez signs for it, Morticia warns the kids that it will go back to the pet store if they fail to take care of it.
Sometimes, the worst punishment is to be responsible for someone.
