Cassie's mother, Rebecca (Yes, I know they never gave her a name in the show) has put Max in her pouch. Why? Well, one, he came alone to Dragonland, and at his age, if not accompanied by an older sibling of 6 or older, whichever mother is taking the role of babysitting, has to enforce the rules. And one rule was, it was naptime for one's Max's age. Just because he was humans, didn't excuse him from naps unless otherwise stated by an older sibling or caretaker. So, now Max is trying to find the opening to the pouch, but can't seem to find it, not knowing dragons can seal it tight so the ones being carried in their pouch don't sneak out or fall out in flight. Rebecca can't help but find it adorable that Max is trying to fight naptime. Just like her own little hatchlings do. Yes, even Cassie is still considered a hatchling to her at her age.

Max is simply trying to get out of Rebecca's pouch, nothing more. And yes, Rebecca is a name I came up with for Cassie's mom if the top of the description didn't make that clear.
