This is the rabbit boy Periwinkle, a character from the Bellflower Bunnies. He happens to be the second youngest of the siblings and a very popular character.
However he is in a huge misfortune, he's tied up and helpless by gangsters. Periwinkle sometimes gets in a misfortune like this, but either escapes or gets rescued at the end.
