Your art is really calming to look at. Even if we have no idea what T-21 is doing here.
Looks like that collar is staying on forever. So he's the 21st Pokemon to stay, perhaps there's many more to come.
Not necessarily the 21st, assuming that the 'T' implies the other letters of the alphabet are involved, presumably starting with either A-1 or A-01
Maybe it’s a shock collar to make him do whatever they want but that’s just my theory
