In the past, dragons were powerful allies. And often took frontline roles in battles against human factions.
But as time progressed, and the necessity to fight incompatible ideologies became increasingly prevalent, so too did heavier, more effective weaponry.
Factions that cared about their draconic allies learned quickly that the frontline roles were becoming more dangerous and deadly. So, in order to preserve their friends and battle-partners, they were relegated to support roles and long-range artillery. While this was seen as unnecessary by a vast majority of dragons- so sure were they of their skill- it eventually became the norm purely by virtue of self-preservation. This led to a future where dragons who were well camouflaged while in flight, light on their feet, and quick to run most often got the jobs and the chance to procreate.
This also led to the phase-out of dragon rider roles, as having two lives lost in flight was obviously not preferable. On rare occasions though, you might see a dragon acting as VIP transport.
In this case, however, Seedy (CD) is transporting an anti-body that may once and for all end the situation on Chernarus. Or make it worse. It remains to be seen.
