This is Sherlock Hound from the anime of the same name, which is known for being worked on by animation legend Hayao Miyazaki. I found out about it from this episode of a YouTube series called Kyoto Video:

Apparently, every time I learn of an obscure canine character from 1980s anime, I have to turn them into a Road Rover (from the obscure 1990s American cartoon).
Wikipedia says that Hound is either a Pembroke Welsh Corgi or a fox. In keeping with the Road Rovers idea, I leaned more towards Corgi. (The characters don"t have tails in the anime, which makes it harder to tell.) Hound is also something of an actual "road rover," giving chase to the villains in his Mr. Toad-style early automobile. If I had thought of that connection sooner, it might have found its way into the drawing.
