I mentioned the Character Suikasel, this is him. Cruel and twisted and behind many experiments, most notable his perfect one Pampaku.
Here's everything to know about this character, and don't worry, he won't be a regular character, just to tie some things together. Plus if anyone who read the story, he was taken down by Pampaku and ending everything Suikasel worked for.

Dark warning: If you don't like dark stuff than don't read. As for why he's this twisted and dark, the Otsutsuki have done really dark, cruel, and horrible things to get their way.

Bio:
Suikasel known as the last survivor of the Otsutsuki and one of Kaguya's servants during her reign as the Rabbit Demon. He was very skilled at science and many other types of magic and dark arts. At first he wanted to revive Kaguya, but he had her Chakra, DNA cells, and some portions of the Demonic Statue of the Outer Paths chakra when they were separated and decided to use them for his own selfish gains.
With how strong and powerful he is, he decided to travel to the center of the multiverse and attempt to conquer it and proclaim himself a god and ruler of everyone in the multiverse. Though he couldn't do it alone so he decided to contruct a massive laboratory with many wings and areas for subjects and testing purposes.
After fully constructing the lab he decided to begin with his first test subject and hunt down Shukaku. After making his way to The Village Hidden in The Sand, he located Shukaku near some dunes and easily overwhelmed and captured him as the first test subject and began experimenting on him as he had Shukaku chained and shackled in a giant chamber with a massive glass wall. Deciding he couldn't do it alone he decided to seek out other scientists and researchers throughout the multiverse.
Eventually he had a small staff working under the Shukaku Project. It was an attempt to weaponize Shukaku to easily overwhelm those in the multiverse due to immensly powerful Tailed Beasts are. He soon decided that the Tailed Beasts weren't enough so he decided to branch out to other creatures and species such as Pokemon, Digimon, any that would prove useful test subjects. Due to the Tailed Beasts connection to Kaguya and the Demonic Statue, their DNAs and Chakra cells mixed in greatly with Shukaku's genetic makeup, but wanted to blend other things into no matter how painful it was to Shukaku.
Suikasel does let others work in the lab if they can stomach doing horrible experiments and genetic alterations on other creatures, if subjects were a success, he'd brand the successful experiments with a mark somewhere on their body, if the experiment needed work he'd offer them a chance to do a better job or risk something horrible. He was also known to tease and taunt the subjects and test specimens, but would never hurt them since he saw potential in useful weapons. Andrea landed herself a job as head scientist on the Pokemon wing along with an Alakzam that begged to work to save his son from a disease, both were offered to Suikasel did enjoy the darkness brooding in Andrea and found it amusing for a father to do painful experiments on his son (even though it was a act).
Everytime Suikasel came to oversee other projects, everyone looked on with fear and silence since there is penalties for wasting his time, but eventually he found himself with a massive laboratory, valuable subjects, and a massive staff and researchers who fear him. If someone wants to work at the lab, they'd have to find staff working under him during hunts or find a way to the lab and deliver a promising test subject. Being the Director he oversees the entire lab, its staff, and the subjects. To keep experiments from fleeing, all experiments wear speical collars that injects some paralyses into their system and temporarely paralyzes them, these collars are only worn if the experiments are let out of their test tubes and cages.
Other test subjects find it impossible to escape the lab since many are in suspended test tubes filled with a liquid that disables their abilites while those in cages have their abilities and gimmicks disabled with a special material that coats the cages that Suikasel made himself. The staffs warbdrobe mostly consists of science robes and lab coats with Otsutsuki logo on it. They've had numerous and successful test subjects that have a mark on their body that shows they were successful experiments, though even if they were successful, the only freedom they had was being used as a tool for hunting for new subjects. The only benefit is that they mostly worked immortality since no death means they can do as much as they want and hunt whatever they can.
Many staff members knew never to cross him, knowing what he'll do to them, either decimate them or absorb them with his rinnegan and checks to make sure everything is fine through dimensional holes, he usually sends more stronger veteran hunters to go after creatures like the tailed beasts, legendary pokemon, or Digimon Champions while mediocre hunters go after fully evolved pokemon or advanced digimon forms. Where as beginners go after whichever would seem worthy to make a weapon. Like many experiments they were treated with cruelty and horrific science injections, but those that made progress could borrow samples from the Shukaku project, though they won't get much out of the data disks he gives them. Suikasel did enjoy the fact that many treated their experiments cruelly with so many things being done to them, though Shukaku went through the worst of it.
Most of the R&D team can work on their own projects as long as it gets approved by Suikasel himself. As a starting project, they will be given a sample of Shukaku's blood to use for immortality experimenting. If someone brought a specimen that didn't seem worthy he'd throw the subject out and give the hunter a warning. If anyone fails or doesn't meet his exception, he'll either obliterate or absorb the project moderator and restore their project back to base with a new researcher. Like every other subject, those worthy or fail gets their memories wiped clean since its easier to work on weapons with a clean slate, though the feeling stays with them.
Suikasel didn't even mind that diaper chemicals were accidently mixed in with Shukaku's genetic makeup making him a massive living Diaper Golem, as Suikasel was about to brand what he dubs 'Pampaku' and decided to give him a field test and go after the other Tailed Beasts which he did, he managed to capture Matatabi, Isobu, Son, Kokuo, Saiken, Chomei, Gyuki and Kurama using Pampaku with a Black reciever embedded in his back to control him. Suikasel controlled Pampaku and he weakened the other Tailed Beasts and Captured them to undergo the same experiments as Pampaku and soon, Suikasel released the Tailed Beasts in their own prison and oversaw their experimenting himself. After many decades, he started to turn the other Tailed Beasts into diaper golems with unbelievable powers and abilites, most of the staff who worked on Pampaku also worked on the other Tailed Beasts, but Pampaku turned out to be the Perfect Diaper Golem. To make sure they weren't Pampaku copies he did restrict the staff into only using portions of strands they had left since they the majority of them on Shukaku
A vicious and evil looking Krookodile at the request of his partner Andrea named Kroko who was a novice pitched a weapon class idea to Suikasel, it would weaponize someone’s bones, remains, ashes, and blood to forge into weapons, Suikasel thought it to be so evil that he immediately approved on the idea and started hiring smithies, dark mages, and forge builders to begin teaching ways to earn remains into weapons to use on foes, making the weapons very powerful as Suikasel brought many remains to the class to begin teaching basic lessons such as using arts to turn bones into smelding material. .

The Lab:
Director, Chief, and Head Scientist Suikasel.
The Lab has many functional machines, tools, technologies, and special containment cells for storing promising subjects and and experiments. It has Multiple wings and floors for various studies.

The West Wing: A three floor Lab where are the experimenting, testing and studying. Along with a small where hunters can enter holes with experiments and subjects for hunting for more guinea pigs.
The 3rd floor is the Tailed Beast floor, where only Elite, and Super Intelligent people work. Experimenting and testing was done on The Tailed Beasts that were captured. Only Executives are allowed on this floor
The 2nd floor is the Pokemon floor, where they have done Experiments on Pokemon that scientists used for catching other promising subjects for testing.
The 1st floor is the Hunting floor, scientists can take their test subjects out for field work and capturing other potential subjects. The ones taken out of their cells for field work have special tools somewhere on their body to prevent them from escaping or going rogue.

The Middle Wing: The Entrance to the Lab is here along with a receptionist, a break room, and a Restroom. Though break times are short, but Suikasel will let them have a lunch break since he doesn't want his staff to pass out from hunger. He'd rather do the deed himself.
Receptionist: A lone person Suikasel enslaved, so she has to report directly to him on people who are looking to be hired, or if they want to do some testing themselves with their own subjects.
Break Room: its a traditional break room with a fridge (since most of his staff can't feed off of Chakra) a table and couch. Break times are only 10 to 20 minutes or else you'll be taken off your current project and put on a lower section of the lab, or Suikasel will straight up take you out.
Restroom Room: A regular traditional bathroom.

The East Wing: A four floor lab where weapons, technology and tools are developed for capturing potential test subject: Only Tech Staff are allowed in this wing. Along with countless Security Monitors.
The 4th floor is the Weapon Production floor, where Scientific Ninja Tools, Technology, and Weapons are developed for capturing potential test subjects.
The 3rd floor is the Tech Department, they have many monitors that show off the Multiverse and do simulations about how subjects react to tools that are used on the experiments for hunting.
The 2nd floor is the Magic and Demon floor, where Mages, Wizards, Yokai, and Dark mages test there magic and see if magic and element styles will adjust to their test subjects.
The 1st floor is the Security floor, where Security runs background checks and monitors the other wings and rooms in the lab, the only security monitor unavailable is Suikasel's office, but he's rarely in his office.

Back of the Lab: This is where scientists, researchers, and hunters take breaks, shifts, and rests after countless experimenting.
Staff Quarters: Every single staff member, scientist, researcher, hunter, the entire lab gets a living quater when off the clock. Mostly consists of beds and walls have disabling properties. Entering your quarters disables any quirk, power, or gimmick you have. Making you no stronger than an infant.
The Energizer: This is used to fully rejuvinate your body and get rid of fatigue, but this is only used for those on the 3rd, lower floors and other sections need Suikasel's permission to use it.

Weapon Techniques:
Bone Forge Technique- Able to craft various weapons and tools made from bones, remains, and blood.

Tools and Technology
Paralyses Collars- Subjects where this around their necks to keep them in check, should they try to escape, the collar will give the subject a dose of paralyses and it temporarily paralyzes them (experiments only wore these when outside the lab)
Nullifying Cages- Subjects who had quirks, abilities, or gimmicks were put into these cages that nullifies their abilites (such as nullifying Zoroark's Illsuion ability)
Black Recievers- Much like how these were used to control the Tailed Beasts, these rods are used to control subjects and experiments like puppets. Only used for bigger and stronger experiments.
Memory Wiper- This gadget is used on every subject before experimenting can happen. Its used to completely wipe the subjects memory so its easier to work on them with no fond memories to hold onto.
Chains (used by Suikasel himself)- These chains wrap around the subject so he can absorb them into his body and use their powers and abilities. Afterwards he will release them back into their containment cells through the Rinnegan in his hands.
Containment Cells- Test subjects that are Massive in size such as The Tailed Beasts or Giant Pokemon are put into these cells that are imbued with enery nullifying chakra that makes them weak and helpless.
Chakra Injections- Most DNA, energy cells, and Splicing cells are put into Chakra infused needles that can be directly injected into the subjects bodies (Shukaku got ALOT of these).

After many years of science and genetic manipulations done to the beasts, someone sabatoged a chain holding Pampaku's arm back, thus he soon broke out and evidently took down Suikasel (thus making the Otsusuki no more). In Pampaku’s fury, he shattered the prisons of the other Diaper Beasts. Afterwards the experiments he hoped to use turned every single faculty, staff, researcher, and scientist into diapers and ate them, and in Pampaku's fury destroyed the entire lab leading to many test subjects to escape, Afterwards The 9 Tailed Diaper Beasts opened a massive dimensional hole. Its intensity shook the entire lab breaking the cages and shattering the holding capsules freeing every single experiment and test subject. Soon the subjects and experiments jumped through the dimensional holes left by the Diaper Beasts before closing.. With the staff gone and the lab completely destroyed meant ending weaponry production and no longer experimenting on immortality. There's only 2 known survivors, Andrea hid under something was then knocked out by debris, and an Alakazam who fell through the floor.

With the Lab's Destruction, staff gone, and all equpment destroyed. All subjects and experiments who escpaed captivity were free, unfortunately the marks couldn't be removed from their bodies, so instead they tampered and altered it so it looks like a birth mark or a tattoo so others know about it, those who weren't branded give off distinct auras that only Ethan can see (due to experimenting, Ethan's aura vision was greatly enhanced). Even with no memories of the lab or experiments they often wonder why their marks give them bad vibes (though they eventually shook it off). Some who are uncomfortable with their marks are able to hide it under some clothes so no one questions their odd tattoos.

They did successfully clone Matabi, but that's all, if there's more diaper beasts introduced, i'll be happy to update this. He is going to be a one time only character.
