One of the hazards of modern setting is the abundance of overhead hazards to flying folk. Unlike tree branches, power and telecommunication lines can't be bulled through, and it isn't necessarily safe to brush them aside. One of the abilities Arcten an several other modern dragons have developed is the ability to fly without needing to beat their wings against the air. This gives them the chance to be able to carefully thread their way through hazards that would prove daunting to their full wingspans. This comes in quite handy in any number of environments, such as underwater and in a vacuum. Their wings do play a role in this however. A huge amount of their flight power resides in and is channeled through their wings. What they don't require is air beneath their wings to support them. They now handle that themselves.
