"Welcome to Babylon, a designation-Δ habitat established by us at Venus Applied Cybernetics Inc. in response to the unfortunate loss of our planet's only natural satellite. Equipped with Class 4 suborbital shielding to protect from debris-fall and environmental control systems to maintain habitable temperatures during the ongoing impact winter, this habitat is more than adequate to provide top-of-the-line safety and comfort to its population of approximately 270 million tenants."
A relatively simple animation in Blender! Each segment is parented to a bone, with keyframed alpha on the text and central triangle and some quick effects overlaid via the compositor.

No way, man- it's like my mother always said: never trust a space colony with a boner for Biblical naming conventions.
This turned out so cool! Great work and thank you for briefly explaining how you went about making it because I would have asked. I've always enjoyed this type of retro-futuristic stuff. It would be neat to have some kind of animated background on a PC that played something like this for the login screen.
Just don't ask what happened to the first four prototypes.
