Goat eyes! I always love it when artists put goat eyes into their characters. It just makes them more visually appealing.
I am reading this, and the science explaining child development to overcome obstacles in this world gives flavor to the conditions of living and hope of continued life after a catastrophe. Though, in reading this, I have to ask, would a lesbian couple that want to have a child be locked into having a daughter if using their own DNA? Or is the technology up to the point that the engineers could modify one of the parents' chromosomes to be of the Y variety so yielding a son would be achievable?

That is a really good question. I presume these geneticist would have the know-how to synthetize a Y chromosome out of only female DNA, filling in the blanks when required. À la Jurassic Park, maybe.

Though now thinking of that movie, I recall gender control with that method had... flaws (though, that was a result of the DNA source choice, it may work with other species as the source more reliably). However, from previous panels in your comic, I'd wager Rayco's talents could address these occasional side effects were they not desired by the affected individual. With this, it appears that this puzzle has been solved, and the hypothetical lesbian couple can have a bouncing baby boy. ^^
If you are using non-sperm gene sources you don't need a Y at all that's basically just for viable sperm real world.

XX Males are when the "has testicals" gene accidentally gets grafted onto an X chromosome, they are missing the rest of the genetics to produce functioning sperm but end up hormonally male though as with any genetic "Oops" event cases vary wildly.
Once you decide you don't need sperm and egg anymore and are going purely vat grown you kinda open a whole new rainbow of weird possibilities. Any combination of masculine or feminine features, or even we'll let them choose at puberty which can be set to whenever.
But also weird body horror things too like Government specialty breeds like Bureaucratic Furs passionless genderless nearly hormoneless physically childlike, Enforcer Furs with so much testosterone in their body they are twice the size of everyone else but also bald because testosterone does that too. Or people thinking like that one plastic surgeon in Bioshock "who needs symmetry this is art made flesh".

Government controling birth rates...that is quite scary. So if you leave their city do you get your fertility/virility returned? Or are you allowed to willingly ''breed'' the old fashioned way if you get the certificate?
That's hard to know, since outside the city there's nothing but a toxic wasteland, no one would survive long enough to see if they become fertile again. And no, the government can't afford any births going unsupervised, since they have a planet to repopulate.
