Wow. The sense of scale, and the emotion she's displaying here, are simply fantastic.
My guess:
She is fulfilling her role as a goddes of death and ushering the souls of the deceased into the afterlife.
Though judging about the amount of bodies we might be looking at a mass slaughter or something of both man, women and children and it unsettles her.
Probably isn't easy having face such acts even if you are a deity. :<

I was wondering the context of this image myself: it's just beautiful, in addition to the art. All the bodies, the look on her face as she does her duty... It speaks a lot. If Nighter's description matches what's going on, it's lovely context in art.
