AAAAHHHH! WHAT THE FLIP!? I KJASDBFAWBDFI-- I LOVE IT!
Okay, this is a pretty fun picture here! Excellent lineart here; very smooth and almost wafer-thin! Superb job on the body structure; practically near-perfect to the vintage Catillac Cats style that you're replicating which is awesome! Even her feet-paws look super-cute here! Very fun pose you're got Leona in, having her carefully clip up the side of a building step-by-step while evidently gripping the rope tightly! Just like Adam West (may be R.I.P.)! lol Fantastic job on Leona's expressing, giving her an uber-cute anime look that's topped off with a sweat-drop! Even her hairdo/mane - while akin to the sweet vintage cartoony style - still maintains a bit of its anime appeal that I just love! You've also hit the nail on the head with all her colour palettes and markings! But the most impressive effect of all? You implemented - and flawlessly executed - a neat VHS-quality filter! It's obviously a tiny bit blurry and grainy, but that's intentional; it's pretty much how VHS's and TV shows were like back in the day, and I love how it works so much here! It's almost like Leona was a guest-star in an episode here (like a fake screenshot or something [which, ironically, I tried doing with Leo just last night {thanks for faving, btw!}])!
And to think I was just commenting how cool that style looked in that bondage picture the other day! I didn't think you'd go and surprise me with this!
It's a real honor to be receiving surprise gift art from the infamous Ty himself! I should return the favor sometime somehow! Until then, thank you from the bottom of my heart for this wicked drawing (and sorry for just getting to this so late! ;^w^)! You are awesome, and you should feel awesome!

One of the reasons that the Catillac Cats style maintains an anime look is because many of the episodes actually were outsourced and animated by Japanese studios. X3
The VHS look, however, was not done with a filter. I applied a number of CGI effects to the image to achieve the look. X3

Of course, I never watched Catillac Cats as a kid in the 90's (although I did watch Inspector Gadget often [which, in my heart of hearts, was just as fun, lol]), but I still find that pretty impressive and how nicely they animated that show! ^w^

I really do think this style is quite nice, it's simple looking but still no less cute and has that charm all your work does. :3
Adam West did it better. She needs to be in a skintight all black outfit.

My most favorite anime had always been the original "Tenchi Muyo" OVA.
That is actually difficult to answer. I seem to pretty much love everything about that anime equally. I do not know which character I could like more. o.o

It's called "Juuni Senshi Bakuretsu Eto Ranger"; it's loosely based, on the Chinese Zodiac legend, and also features anthropomorphic characters, that you may find fun!
