I just think it makes sense as his body isn't streamlined anymore like he would have in a feral or anthro form.
Who says it's not streamlined? He wouldn't be swimming in the same posture as walking. The body would be completely straight. Would still function like a normal otter, just with an extra pair of legs to offset the additional weight.
