THERE IS NO SECRET.
You can anthropomorphise things any way you like. Anthropomorphic means something with human characteristics. This can be as simple as human mannerisms and speech all the way to being shaped like a human with infinite combinations inbetween.
There is no right/perfect or wrong way to do things when you're doing them just for you or your fantasy world.
The only time I would offer crits would be if you are not quite hitting the mark with your species; ie, if you were trying to draw a fox but it keeps looking like a dog, you'd have to look up what makes a fox a fox and a dog a dog and try to catch those few key features so that it reads "fox".
It doesn't matter if your bird anthro has handwings or arms and wings or digitigrade legs or a dick or boobs or whatever. So long as it reads as the species you chose (unless it's a fantasy thing/hybrid, then by all means go nuts) it works.
I tried to demonstrate here with various ways in which to anthropomorphise a bird with a Rook character I just made up. You see the classic "talking animal" type as seen in Disney and Dreamworks and Bluth movies.
To the right is a human-with-animal-head type with wings to demonstrate that you can add them or take them off either way.
The third one is animal-head with digitigrade bird legs and proto/reduced "armwings" done two ways. One is simply maniraptoran/actual bird and the other has the pinions attached to a digit that can switch back to keep them out of the way.
Clockwise from that (between 2 and 3) is a full on were-bird sort of deal with full wings with simple yet usable hands. Probably capable of actual flight.
To the left of that one is my favourite way of drawing anthro birds; a combo of 2 and 3 with potentially functioning wings. Sometimes I include boobs, sometimes I don't for aesthetic reasons and because I just like boobies damnit.
But yes. There is no right or wrong way to anthro birds, really. So long as you're having fun and it doesn't end up looking like an elephant or a goldfish, you're on the right track!

I will draw all the handbirds, okay. It's almost thanksgiving so that means... HANDTURKEYS. EVERYWHERE. That is the only thing I think of when somebody says HANDBIRDS.
Yea I'm unsure what kind of fun I was supposed to have with my hand-birds cause that was all I thought about too.
Maybe you're meant to ride the handturkeys into glorious battle like a fake-bird Gandalf the Shiny.

Unasked for headworld blather: The carving is actually akin to tatooing. It ID's his casque as HIS in the event of his death. The now valuable material, the yellow jade, goes back to his family, much like an inheritance. No respected jeweler or craftsman of anthro horns, ivories, or hide would ever work with previously scored casques unless it comes from the same casque family.
As for the hollowness, I suppose an anthro rhino hornbill may as well have a solid casque since he has friggin arms. And grins. And talks. Etc etc.
