Mr. Suction pumps are quite versatile.
As for Pancho Vilain, he's kind of a comic relief, but in bad guy form.
Imagine Dot, chilling, minding her own business, then this short guy she never met before decides to make a career out of fighting her. She's not even a superhero.
Sometimes she manages to get captured after too many carrot cosmos, and gets picked up by the Pancho's henchmen, which is really just six guys in a van.
Of course, he is borderline harmless as an enemy, which makes him all the more frustrated. So, Dot gives him a courtesy minute to let him monologue his evil plan,
then she busts out of her bindings, bitch-slaps Pancho with her robo-hand, puts back on her clothes (which Pancho folded and placed close by), and steals his hat band and weard it as a necklace.
